		<description>Absolutely. I was far more concerned by the brawl than I am by people standing on a public street. The situation is such that they expect people to distrust them, and so are a bit haughty when people wander past them, causing the problem anew.</description>

		<description>Interesting point. It is perhaps the case that the kids are being 'typecast' as being up to no good but actually haven't committed any offences. It seems a worrying trend towards using civil penalties in a rather harsh way against young people.</description>
