I'd not heard of that archive, but what you say sounds entirely reasonable. There are plenty of other examples of government making decisions to sell - gold, for instance - that are poor in retrospect. I'm not sure, though, that a sort of national, digital archive or cultural images wouldn't be better managed by a museum or collection of museums. xD. Believe me, I know the feeling.
